POTUS Trump has reinforced Europe with more troops (countering putin) and increased defense spending to Reaganesque levels. By forcing nato to pay what their contract calls for Trump is making nato great again.

By casting doubt on whether the US would defend NATO countries (example his going on Tucker Carlson to ridicule tiny Montenegto) he has weakened NATO. The president suggested he would be unhappy defending "tiny" Montenegro if it were attacked, calling into question NATO's central principle of mutual defense.* He also questioned whether the country's "very aggressive people" could draw NATO into a war with Russia. NBC Montenegro is a tiny country that doesn't border Russia, has been a NATO member for 12 years, and contributes more troops per capita to the war in Afghanistan than the United States.
