I have a retired friend who drives about 30 hours a week for UBER. Keeps meticulous records. Over the last 4 weeks he grossed just under $1.500. About $12 an hour. Forget depreciation and other added expenses. Gas alone costs him $3 an hour. So he nets $9 an hour before other expense. Also tells me surge pricing has practically disappeared, therefore he has cut back on driving.

So the basis of the article is probably correct. How can UBER pay drivers any less? Autonomous vehicles will likely save the day whenever that might be.
