You aren't well educated are you? There have always been floods. During my lifetime and well before, we have had monster floods. that make this year's flooding look tame. Do not forget that the building of levees, while protecting towns and settlements as well as farm ground, actually cause problems when a a very large large flood comes along. It restricts the water from spilling into its natural basins and then the water gets trapped from draining properly when the levees are breached.
