What federal law do they think he is ignoring by listening to something and then reporting it if there is something "wrong" about it. It's the perception...and perception is reality for most people. Already at the sewer, the nutcase ZZ is already accusing him of not reporting to the FBI? Reporting what? His conversation with Stephanopoulos?
