The controversy boils down (as usual) to who will pay for actual construction, maintenance and repair of the tunnel.... and will ENB agree to also remove the existing Line 5 at its expense -- it's gotta go completely...

The state says ENB will pay for most of the above... ENB says the state (either state govt or taxpayers) will pay for all but the planning phase... THAT is the only disagreement at this point.

Sometimes even common sense fails when it comes to paying for capital projects and it ends up in court for years... which of course means everyone loses if Line 5 finally starts big time spilling while lawyers are fighting over who gonna pay to fix and replace it.
