The cities should take action first.
Once the cities invest heavily from their own tax dollars and the city's climate mitigation effort shows a visible progress, only then the federal tax dollars should pour in to really defend the city.

Obviously the cities governed by climate deniers won't do anything. And these cities should be left to die.
