Yes. This suggests that Frank is right - perhaps, they must work out their own internal issues before they can make any major deals with anyone. Moreover, this may actually be one of the reasons that the Prez held back with the attack. If there were serious changes in the works, what would be the point in bombing them? May as well wait a bit. An impending war against a superior power may itself serve as a catalyst for change. All these are just guesses and speculations... but a peaceful resolution would be wonderful.
