I found this interesting. It was forwarded by Barry Governman on the other ACAP thread.

The following is an excerpt from the January 19, 1998 edition of Barron's. It is found in the article entitled "Roundtable 1998" beginning on page 25. The excerpt itself is quoted from James Rogers and is found on pages 41 and 42. Mr. Rogers is a retired hedge fund partner; a financial comentator and visiting professor at Columbia University, New York City.

Mr. Rogers states:

"...You are old enough to remember the tax shelters of the 'Eighties', how when they all went bad, people started rolling them up. The last of these is called AMCOR Capital Corporation, out in California. Basically it's agricultural -- grapes, dates, potatoes and things of that sort. It's also a land developer, owns lots in California and Texas. A reason I bought it, other than the fact that it was cheap, was that they had a lot of problems with the government. But the government was apparently dead wrong so they were cleared. Another reason I own it is because, believe it or not, in California there is a law that says that by the year 2000 all green waste has to be cleaned and recycled.

Q: What kind of Waste?
A: I didn't make this up. California, green waste. Things like wood, leaves and branches have to be recycled in a certain way -- and this is one of the few companies that can do it. Currently, 25% of all waste has to be recycled -- only by licensed people. In two years, 50% must be. I didn't pass the law, I'm just telling you what the law is! This is one of the few licensed companies. The stock sells at $4-3/8; less than 10 times earnings..."
