Not in those words, but that was his meaning.
It was never in his words, nor was it ever in his meaning. All he mentioned was that a formal conviction doesn't have to take place before impeachment.

You really ought to quit while you're behind. "Appearance of guilt" is complete B.S., and it's the reason why we have due process in the first place.

Otherwise, one can just be convicted based on appearances instead of the facts and the law.
