It would solve a lot of problems, like global warming and immigration, but no, not that. We could transfer all of Putin's money to the Treasury, however. I'm not sure what we're capable of, but I wouldn't want to start shutting down utilities, cuz I think we'd lose that game. We can also put the same sanctions on Russia that we have on NK and Iran.
