So me tinks you don't really live in CA.

They use the term FREEWAY.

I could maybe try to organize a shutdown of the highway until the camps are liberated.

Great idea! Stand on the yellow line and close your eyes and take a nap. (of course your eyes are closed most of the time anyway)
