I don't see what you're saying from that graph you posted, i.e. a net decline.

The way I read it, FWIW, the meaning of negative is intended to represent decline. The numbers have gone down. For example:

A negative closing in the stock market occurs when a company’s stock ended the trading day at a lower price than it opened with that day.
Negative can also mean an unfavorable thing, which I infer as how you took it.

You must not be awake yet. Get some coffee. A wall does trap people, both directions. Further a wall doesn't talk. Why are there border agents catching them? The whole point of the wall is so you don't have to rely on the agents catching them.

I in fact witnessed three illegals cross the border in one of the very places Trump wants to build his wall, Santa Ana Wildlife refuge. They were going from the USA to Mexico! Now if Trumps wall had been there, they couldn't have LEFT the USA! More Winning!

Now perhaps you should suggest to Dear Leader, that the wall should have one-way doors, so the illegals here wanting to get back to Mexico can...

You win the prize for the most novel reason to not build a wall. So in your vision, our border agents would say "Nah, nah, nah. We gotcha and you aren't leaving"?
