Man arrested for breaking and tickling FONTANA, Calif. (AP) -- A man who creeps into homes, tickles his victims' feet and once even used a black pen to paint a sleeping woman's toenails, has eluded Fontana police and some angry husbands and boyfriends for weeks. Now police think they have nabbed the culprit. Police arrested Arnold James Collins, 24, shortly before midnight Monday after a woman called police to report a man had tried to get through her kitchen window. Collins was paroled a month ago for similar offenses in Los Angeles County, prompting police here to name him as their suspect in the burglary of 10 or 11 homes during the past month, said Fontana police Detective David Delair. ''He made some statements that he's had this problem in the past,'' Delair said. Collins was arrested on five counts of burglary and booked into the West Valley Detention Center. The case has been turned over to the San Bernardino County District Attorney's office to determine what formal charges, if any, will be lodged against Collins. ''He had been chased several times by husbands and boyfriends, but nobody caught him,'' Delair said. ''There were several residents who said they were going to shoot him the next time they saw him.'' Delair said Collins confessed to five instances of burglarizing homes and rubbing or massaging women's feet. ''In one house, he even ended up coloring her (a victim's) toenails with a black pen while she slept,'' he said. A few windows were broken during the burglaries, but no one was hurt and nothing was stolen. ''He never did anything more than touch, caress and fondle the feet of women,'' Sgt. Terry Boess said.
