Mueller had to walk back the claim that the Russian government was operating the troll farms, but he has not relinquished the claim that Russia gave Wikileaks the DNC emails. So he'll just point to that. While that theory is probably false, it does have some evidence to back it up. Given that the entire NatSec establishment has lined up behind that theory, it's going to be almost impossible to depart from it. Tom
