BOATRACS (BTRK) -- Qualcomm's oceangoing sidekick

What do people know about itty-bitty Boatracs? I heard about them in a Qualcom news article on Yahoo! Finance. They have the exclusive license to use Qualcomm's technology in marine applications, like communication ship-to-ship or ship-to-land. Apparently they are a great alternative to radio (unreliable) and cellular (not private). Trading at $2 to $3/share over the counter (albeit at horrendous price/book and /sales ratios), this co. could take off. They recently announced their first profitable quarter and forsee expansion. The big weakness appears to be that because they are not a global service, they aren't eligible to be a registered global distress signal service, which is important to folks out on the open ocean. But the company has plans to sidestep this road(sea?)block by trying to get special regional certification. At any rate, their sales appear to be good notwithstanding the distress signal issue.

Any thoughts?
