High Sierra has been quite buggy for me, far more than Sierra, and the bugs will never be fixed since Mojave is now available.

I've not used Mojave myself, so I have no real opinions about it.

I believe you can install the final release of Catalina over a beta, but I don't know for sure. I don't run beta versions of macOS or iOS, so I have no past experience trying to install a release version over one.

Mac questions like these are probably best asked on the Apple Product Help thread, since other Mac users read it. I know at least one or two others there are using Mojave and I also know others do sometimes run betas.
