I believe what they mean is that std rules of accounting prevent them from taking the charges in this quarter. I wish they had given more guidance on what and how much it is. But I will guess it is in regard to layoffs and not likely to be a currency hedging loss which is now behind them.

They said in the call that there are restrictions on there ability to take write-offs for unannounced plant closings.
