California has a cap and dividend. Twice a year, I get approximately a $40 credit on my electric bill.
Given how much California has increased electric rates, thanks in large part to their "climate changey" policies, $40 is nothing.

Exactly. Despite the cap, you still consume electricity that emits CO2. You can safely ignore the costs as they do not affect you.

I will be unaffected as well.
