We really need to throw some of that alarmist money at determining the optimum carbon levels, and not waste it on minimizing carbon which will, of course, be harmful on its own.

Complex optimization problems often turn out to have unexpected results. Some plants, we know, grow better in an atmosphere containing around a thousand ppm of CO2. That is a harmless level for people. Maybe that's a good target.
