Could be. It could also be that's how Trump knows that Cummings is a worthless representative for his people. All he does is virtue signal, while his people rot in his home district. I'm sure Jared Kushner would love it if the city would do their damned jobs and pick up the trash on a regular basis. I'm sure all business owners there would love it if Cummings and his cohorts wouldn't siphon off all the money for themselves and use it to support their people with city services instead.
