There is no one action or one legislative measure that will be 100% or even 75% effective. The US has a gun culture. Full stop. The hundreds of millions of guns aren't going to disappear overnight or even in one or two generations. The best that we can do at this point is to limit the number of new guns out there and slowly, over generations, circumscribe that culture in ways that eventually will end the love affair with guns and the belief that violence actually solves any real substantive problems. The US had a love affair with tobacco 60 years ago and that has been mostly eradicated over time. The same can happen with guns, although it is likely to be more difficult in some ares of the country. But we need to get rid of the hysterics and approach the problem methodically and with a long term frame of mind.
