It appears these was a vacuum left in industrial-theft which is being exploited by the People's Liberation Army.

Perhaps theft does tend to attract younger immoral people. It has always attracted communists
.

Wealthy investors also tolerate far more risk than those with less money. People with limited amounts of money like their gold coins and bank accounts.

Those with a great surplus of money always place their money with venture capital firms creating new industries like Silicon Valley.
