I believe the focus of the article is solely on the insurance impact in the Bahamas.
The "could" is not in reference to what Dorian may or may not do from here.
It's referring to what the already incurred dollar amounts "could" be just in the Bahamas where gusts from sustained 185 mph winds reached 220+ mph for over 36 hrs.

Insured property values there ain't chickenfeed.
