One temperature increase is estimated from carbon contribution, the other is a possible trend as seen by the data. The point is there is a recent "El Nina" in the second data set. The sea temperature cycle could be influencing the observed trend over the last decade or so.

It's not a "given", it's a cautionary note given by Dr Spencer.
