While it is true that some systems of law and order are better than others, research has definitively shown that *any* orderly system is better than none at all.

So you may prefer Rick's to Negan's. But even Negan's is better than none at all. Furthermore, all systems evolve and in time (if they survive) will optimize their returns for their stakeholders (though not equally).

As a real world example of this, you should note that rival prison gangs encourage new inmates to join their respective groups rather than remain alone. For example, white nationalists encourage a Hispanic to join a Hispanic gang than none at all.

This may seem counterintuitive, but over the years, even dumb criminals have come to realize that order and structure are vital to their success.
