I've seen thick ice formation in middle of summer in a cave by the lake. The cave extended into the lake so you could think of it as a 1/3 full water pipe. The upper walls were porous and the waves kept them moist while the constant wind breezed through them. I didn't measure the relative humidity, but I imagine it was above 80. Nonetheless you could find 2 feet thick ice on the walls.
