Order - any order - will evolve for the better. Chaos on the other hand is the true enemy. And you don't have to go to fictional characters to see this. From the kings of England, to the Vikings, to the Mongolian hordes, all started out very savage and in time evolved to decent humane societies. On the other hand, countries that are at the grip of chaos and warring tribes/warlords seems to say stuck in hell forever. The reason the Aryan Brotherhood will encourage a new inmate to Join MS13 or a rival gang is because even the criminals have realized that it is better to deal with single rival leadership than fight a whole bunch of wildcards.
