The paper quoted HDE retailers' association spokesman, Thomas Werz, as saying feelings of shame among Germans with regard to sexual activity led them to shoplift 38 percent of the condoms they use. "One can hardly find another explanation for the fact that every third condom passes the till unpaid," Werz said.
