I don't think that's illegal. This was a background check for an employer, not a criminal investigation.

There was nothing illegal, or arguably immoral, about what they were told to do. They were working for the WH on this, not the American people.

"A good FBI director would have done the investigation and informed Congress that Trump broke the law."
A good Congress would have asked the FBI director if the WH set limits. I can't remember, but maybe they did.
