You're a moving target. You said the FBI doesn't investigate rape but they do. It's a violent crime.

Now you say they need a complaint. So let's see how that plays out. Another violent crime might be mass shootings. No one says they don't investigate them right? Do they need a complaint first? Or how about the guy who wants to blow up a building. No investigations until there's a complaint?
