Leaders like Nadler is what happens when you have certain “safe” Congressional districts and NO term limits. A non-entity can become a “leader” simply because of seniority, due to the fact that they have hung around for a long time. OT - to my eye, Nadler doesn’t seem to be nearly as fat as he looked on his old, younger videos. Probably, his docs got on his case. FWIW, he represents NY 10th district, rated as “solid Democratic”. Mostly, Manhattan’s West side.
