You indicated that IYO 1945 was the cutoff for responsibility .. no ? That depends on how you define "responsibility." I chose the creation of the UN Charter as a cutoff for those countries signing on to it. I don't know how you want to define it. I don't think the UN would try to redraw the borders of countries that were annexed "a few hundred years" ago. I'm OK with that.. I just really disagree.. (with 1945?) How can you be OK with that and really disagree? Not holding my breath Good, that's not good for your health.
