The cases I cited didn't involve harassment on any level. These were simply people having relationships.

Harassment means coercing a subordinate to grant sexual favors, and threatening to punish said subordinate in some way if those favors are NOT granted.

Legally, now--as was demonstrated in the Anita Hill case--harassment can consist as well of verbal persiflage. I can't say I agree; no more annoying than second-hand smoke, compulsive gum-chewing, or any number of other irritating habits one's coworkers might have.
