Yes, Volker is a criminal, along with FatRump, Barr, Rudy and scores of others. His resignation and testimony against FatRump and the others will put him at the front of the line for leniency. If they're smart, a lot of the other FatRump coverup criminals are getting ready to jump, too. They all should know from the Nixon impeachment that only the first few to turn against a corrupt administration will have reduced sentences, and that a convicted or resigned president can't pardon anyone.
