I understand your point. And maybe your right. But that's not the rule. Other people in government positions have had their lives ruined by not adhering to this rule.

Shouldn't the same standards and punishments apply?

Of course provided this is true. Right now it's just heresy to me.

It OK to sleep with your secretary. One drawback though is when you have to review her performance for the year. How do you resolve the objective versus subjectivie problem. I guess you can just mark her perfect in every area and give her the maximum raise to avoid dealing with the details.
