It sounds to me like the NYT has given up and are trying to get Trump reelected.

Who do you think you're fooling? You love Trump's BS and keep making excuses for him.

Trump was using hyperbole to make a point.

There was no hyperbole, he had a point, namely to stoke violence with false promises he'd pardon those who obeyed his orders. He's been promoting violence since his early campaign rallies when he called on police and rally goers to "knock their block off" etc. Violent talk hoping to sound tough.
