I understand your point TC,
The investor had a hard time getting the money to RMCW, RMIL was never informed 'why' the money was tardy. Now, the co. is aware of why the money was delayed to the 28th. Once the money arrives, the 10K will be released to reflect the cash. The tardiness dealt with the 'source' of where the investor was getting the money. Everything is on schedule for the 28th. When the money is recieved, the 10K will be provided to the MM's. A string of announcements from RMIL will correspond to the opening of trading.

I have a question. The SEC originally halted the stock and stated that an 15c2-11 had to be filed before the resumption of trading. This being the case, isn't RMIL holding back their 10K from the SEC since they are the ones that required it to be filed?

Quote from the halt "Further, brokers and dealers should be alert to the fact that, pursuant to Rule 15c2-11 under the Exchange Act, at the termination of the trading suspension, no quotation may be entered unless and until they have strictly complied with all of the provisions of the rule."

What confuses me is that the company has advised that they had
already released all the required info to Sharpe for the stock to resume trading, and it was anticipated that it was going to start some time ago.

Now the company is withholding required info for the stock to resume trading...

If RMIL did not want the company to trade, why did it send the packet to Sharpe?
