I don't see why they're grappling over this. They probably have enough to vote on impeachment right now.

I can immediately think of two reasons. No doubt there are more. The first is Pelosi's sense of the votes in her caucus and her desire to pull as many Reps in as possible. The more of the latter, the more it can be registered as bipartisan. The second is the hope that the politics can shift enough to make the senate vote more problematic. I can't imagine there are 20 Rep votes but the more the more, once again, the vote is bipartisan. And, thus, undermines his ability to remain in politics.

And then, perhaps, there is a third. Lots of lawyers involved here. My guess is they think of this as equivalent to grand jury work. If there is something to that argument, then they want to connect as many dots as possible and offer as much evidence as seems required. And, as well, to take even one item, the Ukraine material, to pull up as much of the structures as possible.

I will be surprised if there is not a House vote by Xmas. And not surprised if it occurs as early as prior to Thanksgiving.
