Yes, the Atmosphere is like a sophisticated electronic component that filters various things. A wide spectrum of EM comes in, some of it is passed through, some immediately bounced back. Of the stuff that does come through, some of it is retained before eventually getting back out. On cloudless days / nights, more radiates straight back out. Some of it, a very small amount, is turned into long term storage such as FF.
