What's wrong with this picture?

VLSI is operating at 90-95% capacity and outsourcing another 10-15% of needs. Demand has to drop a solid 15% before the current fab has a demand issue. In addition, capacity is spoken for for the foreseeable future, perhaps several years, with only upgrades needed at the new facility. LSI, on the other hand is operating at 80% capacity and has a $1 B fab that has to be turned on in 2H '98. I don't mean to pick on LSI but who has a bigger hill to climb?
