My understanding is that they can not buy back until some time period is pass from the date that they file to do so and that is what they are waiting for. I don't know how that all works myself but I was told that they will be buying when that time is up, what ever it is. I guess when it is we will know.
The dime deal did do a lot in terms of customer growth but not on the bottom line because they have had to eat the loses incurred on the rate difference for intralate calls in many states. I think they had expected to be able to get into Local Service earlier and that those regulated in state rate barriers would be removed. (I know- you told me a year ago that the Bells, GTE, etc were notjust going to roll over and lose their customers) They have done a good job of getting into the long distance market while at the same time dragging out allowing others to get into their local market.
The new commercial programs that Excel has just come out with should be a good shot in the arm. That is a new market for Excel Reps and I am sure there are many Reps who have a friend or associate who can help them get a foot in the door to show the plan and the plans are very good. They are coming out with and additional plan in about a month that is aimed at large corp type business accounts. A few of those will go a long way.
I think they are doing everything they can to make the company successful. They have made mistakes and probably will make more but this type of marketing is something new and they don't have anyone else to copy. It is obvious that they will have to prove themselves before Wall Street will take them serious. I guess they are lucky to have us "ECI Bulls" to hang in there until that happens.

Good luck on your investing (except the ECI shorts of course)

Joe
