I don't really find this to be unbelievable. Kelly may have felt that Trump was too loose with his talk and that he needed a strong person around to keep him in bounds. That is, after all, one of the key functions of that Chief of Staff. I was disappointed to see Kelly go. But I don't see how it is incriminating in any broad sense. It is part of the job of the Chief of Staff. Mulvaney showed, a couple weeks ago, that he is not the right person for that job when he started running his mouth in a press conference.
