> CHICAGO, Jan 23 (Reuters) - Attkisson, Carter & Akers said Friday it raised its rating on Applied Cellular Technology Inc to a strong buy from a buy. -- "The company is currently trading 12 times our 1998 earnings estimate of $40 a share on revenues of $175 million," Attkisson said in a research note. -- "We feel the stock would be fairly valued at a multiple of 25 to 30 times this year's earnings, or $10 to $12 a share," Attkisson added. "The company has shown tremendous performance and looking out 12 to 24 months we think (it) could fetch $20 to $22 a share, or 30 times our 1998 earnings estimate of $0.70 a share." -- Shares of Applied Cellular closed down
