I recall being at an EPRI conference in San Diego in the late 1990s when the CA Public Utility Commission unveiled their retail deregulation plan. At break time mingle, the general comment was "these guys don't understand the first thing about the physics or economics of the electricity business." All of the other providers exited the state, except for the fraudsters at Enron who stuck around long enough to pick their pockets and prove they didn't understand what they were doing.

California got the utility system it thought it wanted. But it doesn't have to be like this...the problems are totally self-inflicted.
