The very idea that Ukraine is important is a lie. They claim Ukraine is important because we want to keep it out of Putin's grasp. You'll notice that the Atlantic Council has its fingerprints all over the Ukraine affair. The Atlantic Council is NATO's advertising and lobby arm. The Soviets are gone, so NATO itself is obsolete and should be wound down. But there is a massive amount of money being made on NATO.

In short, NATO's lobbyists hype up the threat of Putin to justify the billions of dollars being spent in Europe. That's why they are pretending that Ukraine matters.

What is your basis for thinking that these parties were acting contrary to their understanding of policy towards Ukraine? That's a straight question.

US Ukraine policy, like all foreign policy, was developed over a very long time in the collaborative way such things are traditionally done. Everyone chopped on and understands the policy. Until the policy changes by the same deliberative process or by some intervening event. I'm wondering what changed, when and how the policy changed, and how the above parties knew so.

In a sense. They are career diplomats. Their careers can. and often do, span many administrations. As a result, they tend to be non-political. As are most of the people who work in government who aren't appointed.

Each complained in varying words that Trump was trying to subvert US policy regarding Ukraine.

That wouldn't surprise me. They work in an environment where the policy is set ahead of time and then communicated through the various channels. Each person is accountable for his or her actions and everything is documented because of that. When people like Giuliani suddenly insert themselves into the process and claiming to have the blessing of the president without corresponding communications through normal channels, that is naturally seen as subversion. Because it is. If nothing else, there is no way to verify that is what the president actually intends.

Untrue. They fully realize that. The problem they have is there exists a process for presidents to change policy and communicate said changes to the various people responsible. That process wasn't followed. Or even recognized. Just some yahoo that popped up and started claiming authority.
