Buster: A company may request a trading halt in their stock in order to diseminate news which may have an effect on the trading price. This historically has been of very limited duration.

A broker/dealer is a broker/dealer whether they post their bids and offers in the "pink sheets" or on a recognized exchange and as such are subject to Rule 15c2-11. Why do you think otherwise? I suggest you go back and read the language of the stop order and the attending comments the SEC made regarding broker/dealers and the public.

Again you still do not seem to understand what a 10K is. The money whether or not it is forthcoming has nothing to do with RMIL's 10K for FY1997. That year ended long long ago for reporting purposes and an influx of $100 million tomorrow cannot have any effect on what that filing should contain. The form which would have to reflect an infusion of cash large enough to make a significant change in the company's financial condition would be an 8K or a current 10Q.

Best of luck.
