You need some reference point in the past.
Preferably the earliest time when reliable data were recorded for CC purpose.

CC is global, Average and Extremes.

It's not local at particular time unless it is the extreme weather condition -- severity and frequency.

They use satellites; that's about when data collection begins. See page 8. I think the baseline gets changed every 10 years, so the next one will be '91-'20.There are several other baselines.
