Fixed it for you.

Your tribe has been trying to spin the Mueller report since before it was released. Barr did his best to spin it before release and y'all have been trying to view it through Barr's lens ever since. The fact it has no basis in reality has never deterred y'all.

And true, they never made an official determination. Under DOJ guidelines they couldn't. But Mueller did state that Trump could be charged after he left office.

You are misreading "determination." Had they made a determination that a crime had been committed, they would have had to take action on it. But they couldn't take action on it because the rules would not so permit so they chose not to make a determination. The determination is the first step over the edge. They had to stop before that. So, not making a determination is SOP when the decision is to not go forward when otherwise one would.

I understand that in common parlance not being able to make a determination could be construed as not being sure if a crime was committed, not having enough information to decide. It suits you to interpret it that way but your interpretation, in context, is not likely.
