Tulvio,

The term "Rushing the stops" comes from the mutual fund industry
where many of the managers have discovered that they can cause a
big slide in a small-cap company by placing numerous low-ball bids
until the stock starts to roll downhill. Eventually, the price
slide starts to eat up all the "stops" that people have placed in
their portfolio. Once the bottom is found, the fund managers get
to pick up the stock real cheap, having cleaned out all the stops
on the way.
