I'm quite sure there will be exceptions for Washington, DC and surrounding areas including all of Virginia, as well as New York City, Chicago, and of course, the West Coast.

There, unlimited amounts of money can co-exist peaceably with street corner defecation, sleeping on sewer grates, and tent cities where residents simply dump their trash in the empty lot next door.
